What is the fate of Less than 400 CRs points holders

pls guide me

CRS points -359 (Applied in May 2017)
AGE-35
Education -PhD( Both mine and spouse )
Language -CLB 7 (Both mine and spouse)
Experience -+3 yrs (both mine and spouse )

Trying to improve CLB , though mine NOC is listed in SINP and will apply for that ...but still do advice.

Scores may drop below 400, but you're a fair way below that.

If you and your spouse can increase your CLB scores to CLB 10, you can add 84 points to your score. That will practically guarantee an ITA.

A CLB 9 will give you 72 points.

In your place, I would work strategically to increase my IELTS scores. You cannot become a native speaker in a few months - but it is possible to bump up your scores. How are you trying to increase your scores?
