many people suggest ECA certificate number such as 1234567IMM should be used, but I am curious about the meaning of letters WES reference # such as 1234567/abc. Could seniors explain it, please? Thanks.

I dont think these number can be deciphered. This could be some internal serial numbers/documentation control number used by wes. I think the certificates issued in 2014 are in format xxxxxx/abc and ones in 2015 has suffix IMM. This is my guess.
 
ECA numbers ending with IMM are specific for immigration purpose and those can be referenced by CIC directly. Others ending are for general purpose like education institutes verification or for further studies etc. There is no difference though in both just to be on safe side people use the one ending with IMM. If you have general one you can get the one from WES specific for immigration purpose for additional charge and it normally takes around 10-20 business days i think.

I have to disagree on later part. My eca was issued in 2014 and was in format 12345/ab and was specifically for immigration. I however agree that the new IMM one is for immigration.
