I was wondering, what is the differences for inland applicant when he gets copr and the actual or card?

Once an inland applicant gets copr is he "free" in the sense that he is now a permanent resident?

Yes, the COPR is the Confirmation of Permanet Residence status. you get your COPR you can call yourself a PR
The PR card is an ID that validates the same status. If you are not panning to travel, you can get along mostly without having the Card.
But if you go outside Canada and want to comeback you will need to show your PR Care or a PRTD
