Hello everyone.

As you know, definition of Dependent Child has been changed and effective since August 1st.
I have received my file number from government of Quebec, and the date written on that is August 5th; But I know that my documents arrived at Canada Immigration Office in Montreal before August 1st. (and I read on CIC website that date of receiving the application PHYSICALLY is different than the date the office opens the application)

Now I want to know which date matters (physically received date or the date the application is opened by the office) whether previous or new definition of Dependent Child applies to my application.

I would be so grateful if you help me :)
 
Your date is the date the office physically received your application - not the day they opened it.

Is there any way I can make sure of the date they physically received my application?
 
If you used a courier to deliver your application then your courier company should be able to tell you when it arrived.
 
I have sent my application via TNT postal service and according to them, my documents arrived at Montreal before August 1st. Is that the date?
