Receiving RQ can delay your case for several months or even years. Right now CIC is quoting 48 months just to assign an officer to RQ cases in St. Clair.
 
You can get it either before the test (usually within a couple of months after your file's status changes to "in process"), or you can get it on your test day during the interview or you can receive it by mail within a few months after your test.

Which reflects the three departments involved in the process. The 'pre-test checking', the interviewer on test day and finally the citizenship judge. Either one of them not satisfied with your status.
