im 10 points off i have:

age: 26
1 year Canadian experience,
masters degree
full english marks

so, if someone had 2 years experience, or French language points, or foreign work experience along with the canadian, could easily get 481

Still very hard w/o any Canadian experience right?
I only got 451 w/ CLB10*4 w/o CA exp. Do not see significant chance to add 30...

i just did the calculator.
5 years skilled exp outside canada, 29 or under, full marks in english exam and a masters will get you 481 points.

So this is min profile for people outside Canada at this draw:

Graduate undergraduate at 22 years old
Graduate Masters at 24 years old
5 years experience so 29 years old
English CLB 10 x 4

But of course this is only at this first time that the points drop below 600, expect every one above 280 will get ITA by end of year, 99.99% sure everyone with above 300 will get ITA by December. This EE is actually not bad at all
 
I am having 289 points. After this draw I feel a but optimistic. But I am wondering if the scores can go up in between draws or it can come down only?

It can easily go up as down. If a high number of LMIAs are issued for PR (both types), job offers from the job bank.
