I dont Think so, You can apply at canadian Embassy, you just need to convince VO by providing all neccessary document required for the Visa you applying for

1. GIC is Guaranteed Investment Certificate worth CAD $10,000 that you purchase from Scotia Bank. In simple words, Its just 10,000 dollars you deposit with scotia bank for your living expenses during your stay in canada. GIC is just a fancy name for that. Its mandatory to deposit if you are applying under SPP but not under other categories like general or university category.

2. Dont really know the answer to your second question as I am myself confused regarding US visa refusal affecting Canada student visa. I was refused for J1 visa in 2012.
