What is Express Entry Visa . Will this Program grant 5 years renewable PR?

My immigration consultant from Asia has told me 5 year Pr Visa will be granted after a good CRS. This Pr Visa comes under Express Entry Program.
Advantages of these are:
1. Can apply for job in Canada from outside Canada.
2. If I didn't get job I can come to Canada and search for job under PR Visa
3.After 3 years of successful stay and fulfilling all criteria you will be a citizen of Canada
4.Further it was told From Day One you enter in Canada under this PR Visa all.health benefits will be applicable for that person even if he doesn't have job

Can anyone reconfirm the above information is correct is there any type of program.exist.

1. Anybody can apply. But employers are more likely to consider if you already are a PR, because they won'r have to sponsor you in that case.
2. Yes, you can.
3. After living in Canada for 3 years, you can apply for Citizenship.
4. Health benefits vary by province. Some provinces start immediately, some start after 3 months.
