On my notes, it states in outgoing correspondence that a citizenship record of decision was sent out and there was a pdf attachment but I never received this?
Are you talking about ECAS or ATIP notes?
I guess you are talking about ATIP and in your case I believe it means the officer has decided your case and it is in oath process.

I m in the same spot. just came across the same statement in the ATIP file i have received. it was done in the same sequence you have mentioned above.
