Is this something that could cause a refusal ?

Depends if it makes someone inadmissible or not. If the issue makes someone inadmissible - then yes, it would lead to refusal.

Thank you. The law firm I used said they wouldn't write the letter for me if I was inadmissible. Just nice to get some more feed back on things.
 
BGC-
are you a criminal?
are you who you say you are?
Are there any crimes tied to your name?
what comes up when your name is searched?
what does your home country have to say about you in regards to crime?
Do all your dates add up?
Have you been denied entry to another country? and why?
are you on any watch lists?
no-fly list?
how many times have you crossed the border?
what reasons have you left your home country for?

It looks at everything.
all of it.
Those are just examples.

Eligibility includes all this. because you need to pass BGC in order to be eligible for PR.
BGC is under the umbrella of Eligibility.
Eligibility excluding BGC is more of proving your relationship and medical results as well as sponsors eligibility.

He has been arrested but nothing shows up on his FBI or on court records. It was a minor thing and he was young. He did get denied in Canada 1 time. He didn't have enough money/didn't have a turn trip ticket and said he was going to stay with me and we had only met 1 time before. We were 17 and now are in our mid 20's. He has been back 3 times since being denied. Should I talk to a lawyer, or just call the CIC for info? I want to think that the small issues he has wont full on deny him a PR, at least I hope not.
