What is background check when PR applying?

Dear all,

I am about to apply for PR inside Canada. I hired a certified representative to prepare all documents. She told me the "Background Check" is one of the process. Could you guys please suggest what the Background Check is?

I have no criminal record in my home country.
But I have about 12,000 CAD. unpaid 5 credit cards in my home country, Thailand.
And I wish to pay them off once I got PR card and got a job in Canada.

The unpaid above 5 credit cards will affect to the process of PR applying's background check?
Please help explain and share.

Credit checks are not a part of the background check. These have to do with security and criminality.
