I have spent almost 2 years living and working legally (as a contractor) in a foreign country.
I am now considering applying for PR (via CSQ).
The problem is, the area/location of the foreign country I have been living and working doesn't have any government offices that could/would provide a Police Certificate.
At best, I would have to fly to the capital of the country. This is just not (and will not be) possible for me. And it is not possible to get someone else to do it for me either. Also, in a few weeks, I will be permanently leaving this foreign country.
Can I simply submit a cover letter in my PR application to indicate and explain that I cannot obtain a Police Certificate from this foreign country because of the "circumstances" of the country and the fact that I have permanently left the country and as such I am no longer in a position to even try to get a Police Certificate.
(I can obtain a police certificate from home country.)
