In the case of Saskatchewan, the quota of 1500 applicants has been reached for the year 2015.

What does this mean?
If I, for example, apply in 2015 (this year), will my application get reviewed in 2016? Or should I apply in January of 2016? What will happen to all those who have applied in 2015 but haven't been accepted yet?

It will rollover to 2016 and be reviewed

Actually, it depends per province. It may be true for other PNPs (NS, MB, ON, etc.), but Saskatchewan stops accepting applications, at least for the skilled worker categories without job offer, when the quota is reached.

Those who submitted after the quota received a message that they cannot submit because the cap is filled. You will have to try again when they reopen.
