My husband and I are living in Mexico and I am sponsoring him so that he can be a permanent resident in Canada. We are hopeful that our application will soon be approved. When it is approved, what are the instructions that are given? I can't seem to find this information anywhere. What will be the deadline to enter the country?
I understand that he needs to be present in Canada for 2 out of his first 5 years.
Would we be able to stay in Mexico for one year after being granted the PR, then come to Canada after?
Could he present himself in Canada, apply for the PR card, and return to Mexico under a travel document? Is that risky? Any thoughts?
 
When he receives his COPR document in the mail, he will find that it has an expiry date. He simply needs to come to Canada to `Land' prior to that date. This date is the anniversary date of his medical exam. He can then, turn around and return to Mexico if he chooses. He should have his B4 and Goods to follow forms completed, to avoid having to pay duties/tax on personal items that he will be importing into Canada.

If you are a Canadian citizen, the days that are spent with you in Mexico (or anywhere else) count toward his Residency Obligation of [at least] 730 days for each rolling 5 year period.
 
Ok, so he doesn't have to wait for his PR card to go through before he can go back? Do PR's have to show any documentation when they leave Canada?
 
He would only need his PR Card to return to Canada, via a commercial carrier.

The PR Card will be ordered by the officer at his landing. He will need to provide an address in Canada where it is to be sent (could be a friend or family member). However...CIC sometimes requires the card to picked up in-person at a local office, which would clearly be a problem if has has returned to Mexico.
