No - they don't get PR immediately. If you are selected from the lottery, you have to submit a complete application package for your parents (including medical and PCCs) and wait for the application to be processed (including security and background checks) before a PR visa for your parents will be issued. Once the PR visa is issued, your parents have to land in Canada before they can become PRs.
