::::::What goes on under final review?::::::::

I recently wrote a case specific enquiry to the local visa office. I got this reply "At this time all the documents that we require have been received, your application has been sent to a Visa Officer for final review. Please be patient".

What happens when an applicant's file is sent for a final Review? Is it safe to think that, at this point all the Checks have been completed?

Since it says "At this time all the documents that we require have been received,..." and nothing mentioned about the checks, and you dd not mention anything about medical's it is hard to say anything.
However, you had your medical's done then my guess would be that your checks are most probably if not finished but at least a very close to the end.

I also did a case specific enquiry to CHC Singapore. I got this reply "Your file is pending final review. Please wait to hear from us.
". I did my medicals on 13th october 2009 (more than 7 months ago). It's a loooooooooooooooooong wait.

Guessing by the amount of "o" in the word "long " you are kind of frustrated.
However, look at that from the positive point of view. You have more time prepare yourself and your family members for move.
