What does this mean

I have applied for my Visa three times and they rejected the last two rejection are the same I applied for the notes and this is what I received.
I have reviewed the application Family ties or economic motives to remain in Canada the applicants incentive to remain in Canada may outweigh the ties to the home country
The applicants plan of studies appear vague and poorly documented according to the applicants currently or future employment prospects I have accorded less weight to the employment ties to there country of residence. Weighing the factory in this application I am not satisfied that the applicant will depart Canada at end of the period authorised for them to stay for the reasons above I have refused the application

Please advise

Simple you need to resolve the reasons for the rejection and be more convincing why you need to come to Canada.

How does nay course you are selecting relate to your current qualifications , work experience and how will that improve your prospects when you return home.

You have not even shared much of your profile here for anyone to do more than comment in a general way.
