What does it mean if the organizations section contain "CEC complete files"

I have exactly same as your....EFFECTIVE DATE: March 18,2015....I don't know exactly.....One more thing is look like http://www.cic.gc.ca/english/study/study-institutions-list.asp.....put ontario..its give same number as ORG/ENTITY ID......

i too have the same only the EFFECTIVE DATE: March 30,2015. Being optimistic this may be saying our files are complete and its just a matter of senior VO to review the case
