What does further review mean?? and what kind of delay for TRP with study permit

I've applied for a TRP with study permit on March 3, 2015.(I applied late for my study permit and started my Master's while just being on the work permit). The processing time passed and I called CIC to inquire about my application. They are saying it needs further review and there is no guarantee when I will receive it back. Has anyone faced this? What does further review mean in this case?

You should be expecting a refusal and an order to leave Canada. You can't start your studies until you have an approved study permit. You're studying illegally and have violated the conditions of your stay in Canada.

my friend got same situation and waited for documents on implied status for 10 months and got interviewed 2 times. one time on phone and one time in office and got Open work permit for 2 years after long wait. it was is calgary.

It doesn't sound like the same situation at all. The OP isn't applying for an open work permit.
