The reason for asking - What documents do you need to land in Canada?

My brother received visa around Oct 2013 under 'Skilled Worker' category for him and for his family.
Their visas expiry date is March 1st/2014.

Following items are received from the Canadian High Commission in India:

- 3 passports (his, his wife's and child's)
- Confirmation of Permanent Resident documents (for 3 of them with photos) with watermark/background saying 'Not valid for Travel'
- Confirmation of Permanent Resident documents with photos without watermark/background
- Insturctions papers (about funds, about joining kids in school etc..)


Issue here is:
My brother lost the Confirmation of Permanent Resident documents with photos (without background not valid for Travel).When he contacted the immgiration agency through whom he applied for Canadian Immigration they said that the COPR documents
with watermark/background 'Not valid for Travel' are the Valid document. He and his family can travel with them.

We are very stressed about these documents being missed. I am not sure why the Immigration Agency saying that
the COPR documents without Watermark/background are not necessary.

What documents does he and his family needs to travel?

They need
a) a valid international PERSONAL passport, not a diplomatic one.
b) if they are not visa exempt, they need an IM-1 visa inside the passport.
c) They do NOT require the COPR (2 copies, one with photo attached) to travel, but they CANNOT land without it.

If they have lost the original COPR documents issued by the visa office, they are in serious problems.
I have no idea what these COPR documents are that don't have "NOT VALID FOR TRAVEL" on them. As far as I am aware, all visa office original copies have that watermark on them as they are not travel documents.

My brother and my sister-in-law got confused with 'NOT VALID TO TRAVEL' COPR documents. They assumed that these might not be originals.
They thought - that there could have been another set without Not Valid To Travel that they have lost.

In reality they do have the COPR documents watermark 'Not Valid to Travel' (which are originals) received from CIC.
- 2 pages for each family member: one is CIC copy with photo, the other is CLIENT COPY without photo.
