I'm very confused.

My family and I already immigrated to Canada last year and are here on my husband's 3 year skilled worker visa. My husband has worked at the University of Ottawa for a year. We are wanting to apply to permanent residency, but all I can find is that we need to "immigrate" under express entry or experience class. Can't we simply apply for the PR card? How are these two processes different? We've already immigrated, so what is the need to go through the whole process again? Is the "express entry" the same thing as permanent residence?

We simply want to be permanent residents in case we decide to stay after the visa has expired. We also will get a significant re-fund for our first-time home purchase if we be
come residents.

No - you cannot simply apply for the PR card. You must become permanent residents before you can qualify for a PR card.

Yes - to become permanent residents you must apply for PR through an immigration program like Express Entry or one of the Provincial Nomination Programs.
