what CPC-Ottawa and LVO process

I just called CIC and they told me my app has transferred to HKVO in Jan-13 and my aor is Nov-30

I am just wondering what kind of process does Ottawa do and what process does a local VO do??

I know Ottawa check R10 but not sure where to check security and eligibility ?

any insight? thanks!
