What are the correct fees for bridging WP?

Got my application for spouse OWP returned due to insufficient fees.
I enclosed the payment of 155 CAD, just checked once again - the fee is still the same http://www.cic.gc.ca/english/information/fees/fees.asp#sponsorship
Why they returned our application then?
She's a visitor in Canada if it matters.

Where 100$ comes from? Is it something called in the table "Open work permit holder"? I thouth, this means that if you hold an OWP, you pay 100, otherwise 155. That's why I paid 155, since she is just a visitor.

No, you are APPLYING for an open work permit, so you pay $100 because it's an open work permit, plus $155 for the application fee

I called CIC and they also told me its $155 + $100....for a total of $255
