Hello, I have sent the transcript to WES through university. For copy of degree certificate, can my brother who is on work permit at Canada send my degree certificates on behalf of me (staying at India) to WES?

WES got no specific information about this on their website and hence any opinion from this forum would be mere guessing. You should instead email WES directly and ask them for clarifications. If you worry about fees, I believe in India you can send it via many couriers with ease and at similar cost and/or little higher which won't affect your overall spending budget
