If WES reported a degree as :

Canadian Equivalency: Postgraduate diploma (one year)

It means for Express Entry " two or more " could be chosen ?

Yes, if you have another qualification which is equivalent to at least a 3 year Bachelor's degree.

Yes , there are two degrees
1- Canadian Equivalency: Bachelor's degree (four years)
2- Canadian Equivalency: Postgraduate diploma (one year)
