WES report held in warehouse as per contract offering

my WES report was sent to me via courier UPS since 27th november. it is supposed to be sent to nigeria but since 28th november it has been held in warehouse as per contract offering. please can someone explain what that means ? the deadline for submission is fast approaching. i have emailed UPS and WES intimating them the urgency of the contents of the package but no response. i have googled and found out that it seems the package has issues and wont be released until the sender clears it. please suggest to me what to do. Do i pay for another courier? i am so pained.
