WES Evaluation & Engineering Mgr Requirements

I am hoping someone could re-assure me on something. I feel have all the required documents for completing the express entry profile not yet made my profile. But, facing some questions during the process.
1. I got my Bachelors (Mech Engg) from India and Master from USA. When I sent both degree transcripts to WES, I just got the report for the highest degree which is Masters degree from USA. Is it stilla cceptable?
2. The base the immigration application on is Engineering Manager NOC0211 (This is my current job in USA). Minimum requirement is Bachelors degree in Mechanical Engineering and P.Eng. Since, my WES report does not show the evaluation for bachelors degree, will it cause rejection of my application? Also, I have P.E. from USA, but not P.Eng. Do, I need to get P.Eng before I complete express entry profile?

You get CRS points in education for your highest education qualification. So, you will get points for your master's degree. It won't matter if ECA does not mention about your bachelors.
NOC code depends on matching of your job duties with atleast 60 to 70% job duties of a particular NOC code. It does not depend on your job designation. So kindly reconfirm if this is your NOC code.
What is P.E. and P. Eng??

Hello, Thank you for the reply. I am applying under NOC 0211 - Engineering Managers category.

While filling out the express entry profile, in the education section, under bachelors degree, it is asking whether my bachelors degree is evaluated to Canadian equivalent or not.

Also, my wife's uncle is Canadian citizen. Can I add him also as my relative? or do I just add him under my wife's personal details? Please help.
