We haven't received any confirmation mailed in september 2019.

My spouse is currently living in Austin Tx. I am in Victoria B.C. We filled out our paperwork by hand and mailed it to Mississauga last September. We haven't heard anything since and have no idea where to go, who to call or what to do about this situation. Neither of us have very good skills with navigating bureaucracy and I need to speak to somebody about this. Please help.

Sounds like you had an outland application and as such, should have sent the papers to sydney, nova scotia.
I would start by contacting the Mississauga office, they would have likely forward your application to the correct address but hope someone else with experience can chime in.

We do have an outland application and must not have interpreted our instructions properly. What is the most direct way to contact them, and if we did receive some form of confirmation that it was received what would have been the possible methods they wold have contacted us? To be blunt, and a small part to vent, we really are two young kids with no resources or schooling and this whole process is frustration, intimidating, and stressful. Any guidance is whole heartedly appreciated..

If you provided an email on your application, they would send it there. Otherwise they would send it to you by mail.
One thing you might want to try is check the application status online using your receipt number or try linking your file to online ircc account with your passport number.
