If you applied for a PRTD and it was refused, that unfortunately means that you officially lost your PR status back in 2008.

You will have to reapply for PR from scratch if you want to become a permanent resident again. You can find information about Canada's PR application streams here:

No - you can't. You are no longer a PR and cannot use your SIN or landing document to enter Canada.

Again, if you want to become a PR again, you'll need to submit an application through one of the programs in the link above. I would recommend you start by researching the requirements for the Express Entry program.

If you wish to enter as a tourist, then you'll need to obtain either a TRV or eTA (depending on what passport you hold).

Agreed. With the rejection of the PRTD and a failed appeal, your father and anyone included in the PRTD application has lost their PR status. You are now a foreign national and a visa is your only option to enter at this time. Even if you enter, you won’t have Permenent resident status.

No, unfortunately you can't. Your PR status was lost in 2008 and there is no way to get your old status back. There are no grounds for appealing to the federal court. An appeal was only possible back in 2008. It's far too late now.

You are already in your mid/late twenties so you would have struggled to get your PR status back even if it was a possibility.

To confirm your status is lost already, you can always apply for a new PRTD, and see what the rejection says. Then, at least you will be 100% certain.
