My brother was an international student at Centennial College. The program was IT - Networking with co-op.
Timeline:
Sept-Dec 2015: Full time study
Jan-April 2016: Full time study
May-Aug 2016: Scheduled summer break
Sep-Dec 2016: Full time study
Jan-Apr 2017: Co-op work
May-Aug 2017: Full time study
Sept-Dec 2017: Co-op work
Jan-April 2018: Full time study
May-Aug 2018: UNABLE TO FIND COOP WORK
Sept-Dec 2018: Full time study
During May-Aug 2018, since he was not able to find a coop job. He applied to transfer to an identical program (IT - Networking) except that this program does not have coop. He transferred to this co-op free program, and since this program doesn't have coop, all the students were on summer break during that period. So he had a break there, then he resumed class in September and graduated in December 2018.
In this situation, do you think he violated this rule for applying a PGWP?
