Wanting to immigrate to canada at 18 is this possible?

So after some thought i decided to immigrate to Quebec and possibly join the police force as i am a UK citizen and cant find police work here .
I was wondering if this is possible as i will be turning 18 next year, i filled out a test to see if i was eligible and scored 40 points out of 60 point pass rate

Quebec only accepts Canadian citizens into its police force and you won't qualify for citizenship until you've lived in Canada for a few years as a permanent resident.

Wow so no chance even to get a normal job?

There are many jobs that a permanent resident can take in Quebec. They just can't be a police officer since one of the qualifications is citizenship.
