Want to go for MS programs

One of my friend who graduated in 2016.he did b.tech from Manipal University in Electricals and instrumentation.his overall percentage is 59.93%.he had 12backlogs but all are cleared within those 4years.he is planning for MS from Canada.is that possible for him?he can go for any government University over there or not because he is planning for permanent residence over there

He will struggle to get admission with his marks.

Google. There are not a huge amount of universities in Canada. Only you can identify which program may be the best fit for you.
