hi i am an international student arrived in sept'13 batch
i just want to know the procedure of calling real brother to meet me here as i have heard he is 15 years old which kind of visa will be issued to him and is there any kindda process so that he can de schooling from here as the dont issue study permits on school or high school

I think the answer is, you can't.

Why do you think that student visas aren't issued for high school? They are issued for high school and primary school as well as college / university. The process is the same as for any other study permit. Your brother will need to find a high school that is willing to accept him as a foreign student - and then he'll need to apply for a study permit showing that he has sufficient funds to cover his tuition and living expenses - and also has no plans on remaining in Canada long term. I believe you should expect the tuition fees to be around $15K per year.
