Waiting Times

If for example you see beside the country : 8 months waiting time or 13 month waiting time, does this include the sponsorship approval waiting times or is the waiting time designated for each country just for when the file is transferred to the vo?

You must add the sponsorship approval time to that... 8 months would be 11 months give or take, some process faster (straight forward cases) others (more complicated cases) longer...

What's the difference between these two types of cases? better evidence...or other stuff?

Evidence is everything thats for sure, but you have to convince the IO. there are a number of things that will throw up red-flags... big age differences, different cultures, quick courtships to name a few. Then are are just things that can put a hold on the process... like, missing forms/signatures, outdated medicals/police certificates, VO's closing and having your app transferred out again...
