Waiting for passport return 3 months+

Hello all,

I applied under Quebec and submitted application forms with csq in May 2013. I was requested updated police certificate and background info, medical, rfpf and passport on 1st July 2014 which Nairobi office received on 7th July. No new updates for 3 months now. Tracking shows medical received.

For how long can they keep passport?
