still waiting for passport request........

Its been six months already me and my husband done with medicals. still waiting for passport request .I have emailed twice cic regarding the status of my application but they are saying your file will be reviewed my one of our officers.
But people who applied ahead of me got their ppr already, If someone is in the same boat please let me know why there is such a long wait in getting passport request...

In my case, it has been almost 3 months plus since the medicals were received and yet I haven't heard from CIC. Keep Hope alive!
