Finally! I got back my FBI Police Certificate after 10 weeks. The delay is due to the recent US government shutdown. Going to submit my application next week.
 
I spoke with someone at CIC yesterday that assured me that my Inland application would not be returned, as long as I included a cover letter stating that the FBI PCC has been ordered and would be provided when it arrives. The representative said "Trust me, I work here so I should know". He indicated that CIC is well aware of the processing time for Inland applicants and understand the need to delay FBI and medical until requested. There are, however, no guarantees that this would not mean a delay in your overall processing time, but one would think that it would be far less than the 6-10 weeks (currently at 10 weeks, per the FBI person that I also spoke with yesterday in WV) wait for the PCC.
 
I too submitted all my other documents before receiving my FBI PCC. However, I included a cover letter explaining that a FBI PCC request has already been placed. My application reached FBI office on Oct 5th, 10 weeks could mean I can expect mine in the month of December, wow that's a long wait.

Yes it is, but...you have nothing but time anyway (especially if you filed an inland application).

I plan to include the FBI fee receipt with my cover letter.

I'm happy to hear that you received your report sooner than the 10 weeks they are quoting right now. Was yours mailed to u in the US/Canada?

I am just trying to gauge the wait time and weigh the pros and cons of sending the application to Mississauga without the FBI certificate. Ours was received at the FBI office on October 18th.

I received my mail in the US. My received her FBI report last week on Friday, her report reached the FBI office on Oct 9th. Looking at the current trend you should probably receive it before the end of next week.

Send it in, i sent mine in without police checks from 2 countries. I actually visited the consulate here in Hong Kong, and asked this very same question, the person there told me to just send it in and that it will be requested for later. No matter how complete your application is, in 100% of cases they are asking you to complete later (since your passport isnt requested initially) this is where they ask for additional info.

this is how the eamil i got a few weeks ago looked, NOTE i didnt send in police checks initially.

This refers to your application for permanent residence in Canada.

In order to continue the processing of your application, we require the following documents:

- Hong Kong police certificate for you. (Please refer to http://www.police.gov.hk. for info.)

- USA FBI police certificate/ UK police certificate for you.
(Please refer to http://www.cic.gc.ca/english/information/security/police-cert/index.asp for info.)

- Submission of original passport (see attached letter)

- Please advise sponsor to pay the Right of Permanent Residence Fee (C$490) for you through Case Processing Centre Mississauga in Canada. (Please submit receipt of payment to Case Processing Centre Mississauga directly.)


Add a one page letter stating that you will send it in later, when you receive it.

Hi, send in your application without it and with a note saying that you have requested it from FBI and will send it in later. They will ask for the FBI certificate later on in the process at the same time as they ask for your passport. No need to delay sending the application
 
UPDATE:

We received the FBI report today in the mail (in Canada) It was sent from West Virginia on December 3rd.
 
I just got mine back, ordered on October 22, 2013 and got it today. The FBI certificate isn't required from me, but I thought I would order it just in case they ask for it.

I wanted them sent to canada. It's been about six weeks and I am getting anxious. The website I saw fir some type of check said 14-16 wks. I hope I'm wrong. What do peoples timelines look like?

Normally it's about 6 weeks. Give it some time perhaps another week or two, then call to follow up. Mine took 10 weeks due to the US government shutdown and I called them after 8 weeks and they confirmed it was almost complete.
