We are applying for PR, but we are still waiting on the FBI background check.

Would folks recommend waiting until we have it to apply? Or can we wait until they ask for it?

We are in a rush to get Stage 1 approval, as we have heard it is easier to visit Canada once you have it (I just posted another question with details on this)
 
people have done it both ways, so it's really your choice. it appears not submitting the fbi record upfront doesn't do much to delay the process. in the sponsorship approval letter, it will request the documents.

while it *may* be easier to travel back and forth when they can prove you have an application submitted (they will check), this doesn't mean an applicant will be turned away if an application isn't in yet. as long as you can prove to CBSA your intentions of applying and knowing the rules, (ie: applicant is a VISITOR, and is NOT moving or living in canada, the applicant is willing to return home at the end of the visit, the PR application is getting preparedetc), there is a slim chance of getting denied at the border. Generally, they deny people if they suspect the person will work illegally or doesn't know the rules for staying long term. My suggestion is to always carry a copy of the application & payment receipts, your marriage certificate (if married), and proof of ties to the home country.
