Wait time to get Study Permit in Vancouver airport (YVR) CBSA?

Hi all,

I have booked a flight which takes one stop transition from Vancouver (YVR) to Toronto (YYZ).
I have heard that you need to spare at least 4 hours for the issuance of study permit at Vancouver.
My question is that the time between my flights is just 2 hours 20 mins, do I need to change flight for this reason?
I see that I can pre-submit my information here: https://www.yvr.ca/en/students to reduce wait time.
Would this help me to avoid changing my flight?

If anyone has recent related experience, I appreciate if you could share your wait time.

That is normally not enough time. It partially depends on who else is going through immigration. Is there another flight later on in the day?
