I'm a little confused .. when it says the wait time is 28 months for packages to process, when does this time line really start?
My file was trasferred to LVO on Feb 2015 so did the 28 time start alredy or will that be once they actually open the file. ( which is probably going to take another 4 months)
 
the 28 months starts when that visa office recieves your file from Mississauga. So if CPC-M has a 56 day wait time for first stage approval and your VO has a 28 month wait then you would have to add those 2 together to find out your entire (potential) wait period. The period between them opening your file for review and making a decision is included in the 28 months.

Where are you seeing 28 months? Is yours inland or outland? If inland, is the 28 visa office-specific? If so, the 28 count from when they received it.

When I got my letter of acknowledgement it said it'd take on average 6 months after the VO received it.

According to CIC, one should add the 57 days PLUS the processing time for an specific visa office:

Yes, i did say that the 2 times need to be added together to find out the entire time.

Understand that the posted processing time are NOT averages. As stated at the top of the web page, it is how long it took to process 80% of apps, which means that 79% are processed faster, many much faster.

Over the past few years, London has taken on a huge backlog of files from Islamabad. This has skewed the processing times significantly, as those apps have taken years to be processed. Right now, straightforward visa-exempt apps in London average around 10 months or so. I suggest you look at the spreadsheet in the London thread.
 
Hi everyone thanks for your replies and I am actually sponsoring my husband from Pakistan but the process is being completed at the LVO.

I believe Pakistani apps are averaging around 18 months through London right now.
