My results from recent IELTS exam got declared on 25th Dec 2015 and I managed to score CLB 9+ in all four components and so now my score has increased from 401 to 459, but I will very soon come down to 454 because of coming birthday at the beginning of next year . I also applied for saskatchewan express entry PNP at the beginning of this month, though I haven't received any official communication from SINP as of today but I can see my status being updated to Nominated on their online OASIS portal.

Now I am confused, since selection directly through CIC express entry draw is always better than any PNP because you are not restricted to work in a particular province but can go anywhere in Canada where I am able to get a good job. So I am not sure about ::)-
1) Should I wait for express entry draw score to come and not accept SINP nomination? How wise this would be? Request members to kindly share their thoughts. . Please consider that I am an IT(Software testing/QA) professional from India, so job and tolerable weather are important for me.

2) Also is there choice to accept PNP nominations or does it get accepted by default and 600 points get added automatically?

3) My first question may have this already covered but what score can we expect for coming rounds of CIC draws?

Wait. 454 is a great score. You should get in a month or two, max three. You can then choose for better states like Ontario. Also, you can decline the nomination. It's not auto-accept.

You are much likely going to get an ITA in the next couple of months depending on when CIC makes the next draw. So, if you value your liberty to roam across Canada (not literarily) lot more than an early flight to Canada, then you should wait for a direct ITA fron CIC. Although, if I were you, I would go with the PNP; like they say " a bird at hand, is worth more than plenty in the forest". You never can tell what CIC would do to the CRS system or when the next draw would be made.

There are good chances for you to get invited without SINP nomination. How many days you have to accept or reject it, I think it is 60 right? So you have practically 3 draws to wait it out, assuming there is a draw every fortnight. I will say wait for the next 3 draws. If not invited, accept it before 1 or 2 weeks of SINP expiry.

The freedom to choose a province for landing and for job prospects/weather and other considerations is invaluable, so don't trade it without waiting. I have a SINP nomination and I had to accept it because I was at 424 and later improved it to 446. But 454 is a really good score because its above the 450 cut-off that CIC seem to have set itself.
