Is volunteering somewhere allowed while waiting for PR?

Depends.

If it's something a person would normally be paid to do - then it will be classified as working illegally.

If it's something a person would not be normally paid to do (e.g. volunteer at a church rummage sale) - then it's fine.

As long as the position is advertised as volunteer to everyone, it's fine.
