Volunteer work for Canadian provincial entity

It is clear that full-time, compensated work for an authorised Canadian company, outside of Canada, would count toward the 730 day rule, in order to preserve permanent residency status. However, would non-compensated, full time volunteer work, for various Canadian public interest entities, similarly serve?
