Can one reapply if the VO note in Gcms is unfavorable and one is yet to be serve formal refusal letter in the gc key portal. The VO already concluded in his note that the person is not a bona fide student and the "Final" under the assessment column in gcms note is blank and Eligibility failed in the Gcms note and status on gc keys says " reviewing your eligibility"
 
I think you should withdraw this application first before you re-apply another one

I think you need to wait bec you can’t submit a new application if there’s a pending one.

Did you get AIP? When did you apply? For which intake?

No, you can't re-apply until the other one is finalized. There's no point of withdrawing the application at this stage either. What other notes are there beside not bona fide?
 
I think you should withdraw this application first before you re-apply another one
if you withdrawed, yes, you would 'smartly' get out of one refusal.
but i assume you will have to explain in your next application that why you reapply in such a short period after a withdrawal. and how are you gonna deal with that then?
