Vistor visa application for spouse during cec process

Hi everyone, can we apply visitor visa for spouse under new policy during cec application ( which is taking too long) . And what are the funds requirements i have joint account with my wife in india and I regularly send money to support is it possible to use that statement. Please answer if anybody applied and got results.
