No, it wouldn't be considered essential - especially on a visitor visa. You will not get much support from people on this forum for birth tourism.

Canada has a travel ban in place right now due to COVID-19 and non-essential travel is banned. Coming to Canada as a visitor / tourist is non-essential. So you will not be allowed to fly to Canada at this time since your reasons for traveling are not essential. Right now the travel ban is in place until the end of June however it's possible it may be extended.

Note that if you plan to give birth in Canada, you should make sure you have at least $10K in savings to cover the costs of the birth. Although costs can be much much higher if you have complications.

Would be making other plans. Although birth tourism is still possible steps are taken to prevent it whenever possible including women not being able to enter Canada once they land and being sent back to their departure location. If you don’t have a TRV and you are pregnant that could also lead to a TRV denial if there are concerns that you plan on birth tourism.
