What are the chances of getting a visitor's visa after filling an outland visitor's visa application.

Depends on where you're from. If you are from a country that requires a visa to visit Canada, chances are slim. You will not be able to prove - by virtue of having applied for permanent status - that you actually intend to go back home at the end of your authorized stay, and you have to be able to do that in order to be granted a temporary resident visa.

Robs, have you or anyone else in this forum tried that? That is, applying for a visitor's visa while the PR visa is pending?

I'd like to hear real experiences since it is one of the considerations I'd have prior to submitting an application for sponsorship.

Lots of forum members have reported that they or their spouse tried. Most have not received a TRV; a few have.
You're more likely to get a TRV application accepted if you apply for one before you apply for a PR. If you apply for the TRV right before sending in the PR application, you might end up with a TRV still valid while your PR is in process.
