Airlines should be able to accept refunds/rebookings/miles or points banking if provided with proof of the visa rejection.
Most lower cost tickets are not refundable these days. You’ll have to look at your specific ticket.
I guess this is addressed at OP rather than me, but that's why I stated rebookings-slash-miles banking in case refunds are a no-go. Speaking from experience, with enough persistence, one should be able to negotiate something with the airline in cases of visa rejections, even with certain ticket conditions.
Really dependent on the airline. If the flight is overbooked maybe but far from a guarantee. Especially 10 days from departure.
From someone that worked in the airline industry for close to three decades, rarely will a airline refund a airline ticket because of getting a visa refusal. The purchaser would have to go thru a third party insurer , or go thru their credit card company to see if they have insurance connected with that. I have seen refunds due to deaths, extreme sickness along with a Doctors note etc, but visa refusals, no. ,
Having the correct travel documents is the responsibility of the passenger.

The ticket was bought with points and I’m looking into getting it redeemed. But the flight wasn’t my main concern. Thank you though for all your suggestions. I really appreciate it. I’ll post with more questions probably tomorrow heh.

Talked with CIC today they had some information that helped to get the visa on the right track, or at least strengthen it. They mentioned making a strong case for why my family and I are not going to Uganda, and showing proof of our longstanding friendship. They also mentioned there is no specific rule stating that incoming foreigners need to show they have the funds to enter Canada, and that it can be the host who fully accomodates the guest. Glad I called!
Just as a warning, the CIC call centre is well known to be pretty useless when it comes to giving out information and it's not recommended to rely on them for answers.
They've actually given you two pieces of bad advice. While there may be no rule stating that an incoming foreinger must show they have sufficient funds to pay for their trip - this is an extremely frequent refusal reason we see on this forum. IRCC wants to see that the visitor can sponsor their own trip. As for the bit about explaining why you and your family cannot visit Uganda - this really doesn't strengthen the application. What is MOST important is for the applicant to show very strong ties to their home country - this is what makes or breaks the application. If anything, saying that you / your family are not going to Uganda will increase IRCC's concerns that he is coming here with plans to stay long term. Focus on him and his ties when you reapply. Minimize details about you / your family.
