My mother wants to visit me in Canada. She could not speak English. She speaks Punjabi. Would she get an interpreter to talk on her behalf ?

Do you mean at the airport when she arrives? There are translators at the airport.
 
if it is in regards to completing airport formality just book her a wheel chair with the airline she is going to travel. they will take care of everything from point A to B.

If she is not actually disabled they may not take her. There are limited resources and wheelchairs and actual sick and disabled people who need the wheelchair. You can give her a note with her information and questions in English and Punjabi and she can approach an airport employee. I need to make my connection to city X in Canada departing at Y time.
