Visitor wants to study

Hello I'm from India this is my first question so if i make any mistakes I'm Sorry. and thanks in advance

I applied for a student visa in India but it got refused because I applied late maybe.

* I am in Canada right now on tourist visa
* I want to study here.
* If i get an offer letter from a college. would it be possible to apply for a student visa from here or USA maybe?

because if i wait for September there would be a lot of gap in my studies as i completed 12th last year.
So maybe it would be refused again.

* and can i change my course as last time i applied in Hotel management and now i want to do Journalism or something.
would that be an issue.
PS: Last time they gave me other reason ( which could be I don't qualify for that course as i didn't have math in 12th )

Your study permit cannot be processed within Canada. You'll either need to process it through the US or through the visa office responsible for your home country. To be honest, you would be better off returning to your home country and applying from there. To be approved you must show you have strong ties to your home country and have no plans on remaining in Canada long term. This will be difficult to do if you are already in Canada.
